Job Requirements :
Duties: The LCB Advisor, Juvenile Justice shall:
- Advise and mentor the MoJ’s Directors of the Rights (Huquq), Government Cases, and Taqnin Departments in developing plans and projects to perform their functions and strengthen communications between central, provincial and district offices
- Advise and mentor the Juvenile Rehabilitation, Huquq, Government Cases, and Taqnin Departments, in coordination with the Administration Department, in planning and implementing the National Justice Sector Strategy and the National Justice Program to include the Afghanistan Justice Sector Reform Project
- Identify needs within the assigned departments, in conjunction with Afghan advisors and offer solutions
- Help to organize donor efforts in coordination with the Afghanistan Ministry of Justice Policy and Planning Department to support activities in the Huquq, Government Cases, and Taqnin Departments
- Coordinate with other organizations on juvenile justice issues and implementation
- In consultation with international experts and LCB advisors, develop training materials on juvenile justice law and regulation
- Maintain current knowledge of National Strategy for Children in Conflict with the Law, the Letter of Agreement, the Comprehensive Child Act, Afghan Penal Code and Procedure Code, and other Afghan national programs designed to improve justice and protection for children
- Liaise with other components and coordinate activities to achieve established objectives
- Prepare timely information for JSSP reports, deliverables and success stories for activities and accomplishments on a bi-weekly, monthly, quarterly, and annual basis, or as otherwise assigned
- Conduct meetings to further JSSP programmatic delivery at both the U.S. Embassy/INL-Kabul and GIRoA ministries and departments
- Identify needs and propose recommendations for better LCB implementation
- Assist in the preparation of LCB component budgets, workplan development, and statements of work; provide inputs for any other reports as requested
- Rapidly respond to requests for information from JSSP Management, INL, and Tetra Tech
- Perform other duties as assigned
Qualifications:
- Minimum of 5 years of relevant professional experience and a Bachelor’s degree in a relevant field
- Experience collaborating with Afghan government ministries and institutions
- Ability to develop and maintain relationships with cross-sectoral key stakeholders to ensure collaboration to meet project goals
- Demonstrated understanding of Afghan legal system
- Excellent oral and written communication skills
- Ability to travel to provinces
- Ability to work in a fast-paced, stressful environment
