Project Background

Global Affairs Canada, the Government of Canada’s department responsible for Canada’s Official Development Assistance (ODA) programming in Afghanistan, has contracted Afghanistan Holding Group (AHG) to implement the Field Support Services Project (FSSP). The FSSP aims to enhance the delivery of Canada’s ODA in Afghanistan and includes, but is not limited to, support for administrative, financial, logistics, procurement of goods and services and providing technical expertise; as well as support to Local Development Initiatives and services on an as required basis. Canada’s commitment to Afghanistan for the period 2018 to 2020 is CAD270 million for programming related to women and girls’ rights and empowerment, health, education, and linking relief and recovery to development. Canada also provides separate financial support to  Afghanistan’s security sector.   

Job Summary :

Terms of Reference - Summary

The Economic Growth Technical Specialist shall perform a wide variety of activities that will include, but not be limited to:

  1. Analytical review of the current projects funded by Global Affairs Canada in terms of their  impacts on positive economic growth in the country;
  2. Identify strengths, weaknesses, and opportunities to improve the quality and the impacts of the funded projects that should result in  social economic development, the sustainability of the projects.initiatives and increased incomes;
  3. Provide expert recommendations to improve economic growth strategies to be adopted by the implementing partners and Global Affairs Canada;
  4. Suggest applicable economic growth initiatives to support the  development of new concepts and related project scopes;
  5. Provide expert advice to the implementing partners and the Embassy technical team to assist with the smooth implementation of complex projects;
  6. Conduct statistical and strategic comparison analysis of the funded projects to avoid funding parallel activities, and to ensure value for money and impacts on social economic growth;
  7. Advise the implementing partners on ways to establish professional collaboration with public and private stakeholders and project beneficiaries;
  8. Proactively identify any  economic growth opportunities and suggest these to Global Affairs Canada for potential future funding projects;
  9. Conduct proactive informative researches on similar activities funded/implemented by other donors and the Government of Afghanistan;
  10. Proactively propose and conduct site visits to the current projects with the aim to compare baselines  and the achieved targets; and
  11. Attend meetings, conferences, and workshops as a third party monitor as assigned by Global Affairs Canada, and provide them with reports. 

Service Type

The services will be requested on as required basis. Thus, the FSSP will sign a Standing Offer with the selected candidate. The standing offer will be awarded on a competitive basis for one-year, with eligibility for renewal on an annual basis for a total period of approximately two years. The Technical Specialist is expected to work independently arranging his/her own resources, like computer, telephone, internet, and workspace. During the performance of assignments, the Technical Specialist may be required to attend meetings at the offices of the FSSP, the Embassy of Canada to Afghanistan, and/or offices of donors or implementing partners of Global Affairs Canada projects. If, and when, necessary as part of task assignments, travel within and outside Kabul will be compensated based on the standard terms for Technical Specialists engaged for the FSSP. As well, if, and when, available, AHG may be able to provide short-term meeting/work space within the FSSP Office for the Technical Specialist on standing offer. The level of efforts for each assignment may vary based on the technicality of the assignment. However and based on the contractual agreement with Global Affairs Canada for the FSSP, the fees of Technical Specialists are based on a fixed daily rate in Canadian dollars, converted to Afghan currency on the date of payment. Contractor withholding tax will be applied if the total payment will exceed the amount equivalent to AFN 500,000.00 in one year and will be paid to the Ministry of Finance. As such, respondents to this Terms of Reference are required to propose a daily rate for a 7.5 hour workday, from which an hourly rate will be pro-rated for tasks taking less than a full day’s work. In instances where an individual has an existing hourly or daily rate or a monthly salary which forms the basis of the rate proposed for the Standing Offer Arrangement, Afghanistan Holding Group will reserve the right to verify previously received rate or salary before awarding a Standing Offer contract.  Payment terms for work performed under this Standing Offer will not be later than 15 working days upon approval of the final deliverable(s) by Global Affairs Canada. 

Job Requirements :

Masters in Economic Development, Business or Public Administration, Research and Analysis or in a related field. At least three years of work experience in a professional-level capacity in economic development or a related area.

Other required skills:

  1. Experience in economic development principles, practices, and techniques;
  2. Solid knowledge of applicable laws, regulations, and policies related to or affecting economic development;
  3. Proven skills in research and analysis methods and technics; 
  4. Have strong communication skills in English (writing reports and briefing notes, oral presentations, speaking at meetings);
  5. Have a strong working knowledge of computer programs (Word, Excel, and PowerPoint);
  6. Have the ability to work independently, be detailed orientated, creative and a self-starter; and,
  7. Have sufficient knowledge of Afghan culture and local contexts.
