Project Background:

IDLG with support from national and international organizations will take firm collective steps to help strengthen local administrations. In this context, IDLG has initiated four pillars of interventions for sub-national governance, which includes: 1) Policy development; 2) Institutional building; 3) Broader local governance – local governance programs; and 4) Support regular functions. 

Job Summary :

      To implement the Subnational governance policy, b) To establish strong coordination with the five working groups of the local governance committee for the purpose of improving the overall performance. 

Job Requirements :

Job description:

1.To conduct a study/review of the existing legal and regulatory documents of the local administrations and providing technical corrective recommendations for their advancement;

2.To provide recommendations and technical supports in the formulation of the legal and regulatory documents, relevant to the sub national governance;

3.To provide technical supports and assistance in the development of the strategic plans for the development zones and provinces;

4.To provide technical supports for the implementation of the local governance policy;

5.To ensure that the local governance policy is applied/implemented by the relevant working groups/committees;

6.To establish a strong coordination between the working groups, for the better improvement of their activities including legal infrastructures, law enforcement and local governance committee;

7.To Provide technical support and assistance in the development of the sub national governance strategy;

8.To Provide technical support and assistance in the formulation of the local Administration law and PGO and DGO operation manual;

9.To ensure the correct application/implementation of the agreed points/approval of the local governance committees;

10.To prepare the reports on regular basis from the successful improvement of the working groups activities and presenting/submitting that to the local governance secretariat;

11.Any other duties and tasks given by the IDLG Directorate of Policy and Plan;

Qualification, Skills and Experience:

1.Maximum BA in law and political Science, Public Administration and Policy or other related field; 
2.MA or PhD will be preferred; 
3.At least 5 years of relevant experience for BA holders and 3 years for the MA holders; 
4.Demonstrating knowledge of government policy and planning process; 
5.Ability to work on multiple priorities; 
6.Provide substantive inputs and analyses towards the preparation and coordination of briefing notes and background materials for the secretary of the SNG sub committee; 
7.Working effectively with other stockholders; 
8.Coordination and Management; 
9.Able to implement the Agency objectives/Road map; 
10.Excellent in local languages and English; 
11.Able to use computer programs/applications (MS. Word Excel Power Point);

Other requirement:

The employee is required to travel to provinces on a regular basis to perform the tasks and any other works assigned by the supervisor.
