Objective of the assignment:

There’s a need for Field Engineer to assist implementation of Area Based Project activities in Central region covering Kabul, Kapisa and Wardak provinces. The field Engineer will assist the Central region team in implementation of project activities. Their main responsibility is to collect data from the field and survey, plan, design projects and then monitors projects on the field. They will assist in coordinating between UNDP and community on implementation of the activities expected in the Central region mentioned above. The incumbents will be assisting the Field Coordinator in coordination with provincial administration such that implementation challenges are avoided. The incumbents will be responsible for providing full support in implementation of the UNDP ABP activities in the respective regions and necessary technical assistance will be provided from the project’s office.

Scope of work: The Field Engineer will work under the direct supervision of the Field Coordinator and in close collaboration with head of the ABADEI programme.  The field engineer will have the following duties and responsibilities: ·         Conduct survey, design and feasibility studies of the selected community based projects; ·         Help communities to Mobilize labour and construction materials; ·         Prepare /review building designs including drawings, specifications, and Bill of Quantities and ensure International Standards/Norms (IBC) for quality and safety ·         Ensure designs/deliverables are compliant with scope of work and contract requirements ·         Provide construction supervision and quality control. ·         Preparation of tender documents for procuring services and works related to infrastructures; ·         Provides regular reports and presentations to Senior Management and Client Personnel as needed ·         Travel to the sites with surveyors for site assessment. ·         Be responsible for the implementation of the infrastructures. ·         In liaison with the procurement team prepare and assist in the preparation of the TOR, bidding documents, requests for proposals/quotations, bid evaluation reports for procurement of civil works, goods and technical assistance services. ·         Prepare operations and maintenance program of the aa infrastructure projects; ·         In collaboration with the Field Coordinator and Programme Analyst, ensure that environmental mitigation measures are implemented as part of the infrastructure ·         Draw-up an inventory of existing irrigation and water resources infrastructure, and for each structure undertake a condition survey, determine the hydraulic characteristic and check the structural integrity. ·         Detailed design of rehabilitation and up-grading of the canal system, associated structures (new and existing), flood protection works and other engineering infrastructure. ·         Undertaking surface water investigations and engineering design, for irrigation structures as dame, intake siphon, different type of canals, protection walls, flume, and irrigation reservoir. ·         Assessment and modeling of hydrology, pipe systems and channel flow ·         Managing projects technical issues and liaising with regulators and client contacts ·         Assisting with environmental assessments and resource management projects ·         Supervision of contracts and construction works ·         Carryout regular supervision at field level to ensure full compliance of technical, social, and environmental aspects during implementation. ·         Liaise with other regional offices and relevant Community Development Councils (CDCs) in technical and social matters. ·         Prepare/compile periodic progress reports in consultation with field coordinator as per the standard format and deliver to Supervisor for further review. ·          Promote exchanging ideas, lessons learned between the four provinces with respect to technical, social and considerations. ·         Promote smooth work relationship at regional level, counterpart staff and other relevant bodies and report to direct supervisor periodically. ·         Writing technical reports ·         Ensure designs/deliverables are compliant with scope of work and contract requirements ·         Provide construction supervision and quality control; ·         Provide technical irrigation inputs to procurement unit for preparation of the tender documents for procuring services and works related to irrigation; ·         Prepare Human resources plan for technical survey, design and estimation of the community based irrigation projects; ·         Prepare and search for available topographical data (maps, GIS, Google Earth). ·         Perform any other duties as required by the supervisor

 

Institutional arrangement: The field engineer work under the direct supervision of the field coordinator in each region. Advice and support will also be provided by the UNDP Country office. Payment: Monthly bases Duration of the assignment: (November – December) 2 Months only with possibility of extension Duty station: Kabul with travel to Kapisa and Wardak provinces as per need – Travel expenses will be covered by UNDP

Experience and Skills:

Bachelor’s degree in irrigation or Civil Engineering from a nationally recognized education institution

Experience and Skills:

·         At least 1-3 years practical experience with bachelor’s degree ·         Proven experience in conducting assessment and analysis of irrigation infrastructure related activities ·         Strong knowledge and understanding sub-national institutional contexts of Afghanistan.

·         Ability to speak, read and write technical and conversational English. ·         Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document. ·         Skill in negotiating effectively in sensitive situations. ·         Skill in achieving results through persuading, influencing, and working with others. ·         Skill in facilitating meetings effectively and efficiently and to resolve conflicts as they arise. ·         Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships. ·        

 

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
