Job Summary :

Private Sector Development Specialist

Job Requirements :

The National Consultant (Private Sector Development Specialist) (PSDS) is expected to provide technical assistance and advisory services aimed at enabling effective institutional performance in support of the private sector, particularly SMEs, women-owned businesses, manufactures, industries and exporters. The PSDS will also be required to conduct thematic analysis of the active private sector in Afghanistan and will produce and present policy notes and briefs to UNDP Policy Unit and contributes to working and economic papers on Afghanistan development issues.

Duties and Responsibilities:

             Specifically, the consultant will perform duties listed but not limited to the below: ·         At the start and in consultation with concerned entities, experts and other stakeholders, develop a clear, measurable, and practical action plan listing all the activities, results and objectives for the assignment ·         Assess the binding constraints to private sector recovery for different sub-sectors of the private sector and recommend practical innovative solutions to address those recovery constraints ·         Advise and assist the stakeholders on key policy and regulative reforms that are needed to stimulate private sector recovery ·         Lead discussions with private and public sector actors to leverage resources and infrastructure that supports technical assistance and training to small, and medium enterprises (SMEs) and by extension to other concerned private sector entities ·         Establish and strengthen working relationships with internal and external stakeholders in support of identifying, analyzing and resolving key private sector recovery constraints ·         Manage development of training and technical assistance to SMEs, associations, and other industry players to promote improved access to credit, use of new technologies, extension services, market linkages, and enhanced business management capacity. ·         Evaluate SMEs’ barriers to market growth/entry and assess abilities and opportunities to overcome these barriers, both domestically and regionally through partnerships and collaboration across their respective industries. ·         In collaboration with concerned stakeholders, collect, analyze, and report private sector data including on jobs, incomes, investments, exports, credit, capital flight and others ·         Facilitate working relationships and engagement of the Afghan stakeholders with international organizations and agencies in support of private sector recovery in Afghanistan

Skills:

·         Experience working in private sector development and/or experience as a business advisor ·         Experience working/consulting with private sector firms at the firm level to support growth ·         Knowledge of business and financial operations, strategic planning, return on investment and risk mitigation ·         Demonstrated experience in stakeholder consultation, working with professional associations, and reaching consensus among multiple private sector stakeholders ·         Ability to lead strategic planning, results-based management and reporting ·         Excellent written and verbal English language skills ·         Excellent writing skills required, as demonstrated by previous research/analytical reports/policy notes on relevant topics ·         Experience working at MoCI or other economic entity highly desired

 

Language:

·         Fluency in written and spoken English and national language Dari/Pashto is a requirement.

Qualifications

Academic Qualifications:

Master’s degree or equivalent experience in business, private sector, finance, or a related field.

 

 

Years of experience:

5-7 years of experience in business development, preferably including experience in business enabling environment reforms, SME advising and development, marketing management, international trade, or related areas.
